Wise use of health care services is the same for people with disabilities as it is for everyone. Having a disability is not the same as sickness and should not be confused with an automatic need for intensive health, medical, or nursing care. Medical treatment is recommended according to individual need and should not differ from common approaches to providing medical care [1].
However, it is recognized that people with disabilities can be at increased risk for chronic physical, developmental, behavioral or emotional conditions, and may require health and related services of a type or amount beyond what is required for the general population. Access to a quality practitioner that provides the best possible care, with a family-driven approach to service, is essential to supporting people with disabilities in the community. Unnecessary medicalization of disability and unfamiliarity of community resources can be barriers to receiving good care and may keep people with disabilities from reaching their full potential.
In a health care setting accessibility means:
- taking action to help people understand their health options,
- making sure that approaches and equipment are appropriate for that person,
- approving services that will help people maintain independence [2].

The Coordinating Center provides care management for the Maryland Medicaid Model Waiver program (which provides a way to fund specialized services that children with complex medical needs must have in order to be fully included at home and in their communities), Rare and Expensive Care Management program (REM), CHAMPUS, private managed cared organizations and Maryland's Infant and Toddler program. State Children's Health Insurance Program (SCHIP)
SCHIP provides affordable health insurance to children and youth
in working families. To obtain information about the free and affordable
coverage available in your state, you can call a toll-free hotline
1-877-KIDS NOW. This number will connect parents of potentially eligible children
directly with people in their state who can assist them in enrolling in
the state children's health insurance programs. Please note,the program may
be called something other than SCHIP in your state.
VISION USA
Routine eye care for low-income families. Provides basic eye health and vision care services free of charge. Eligibility requirements:
- Have a job or live in a household where there is one working member
- Have no vision insurance
- Have income below an established level based on household size, and
- Not have had an eye exam within 2 years.
